The 11th PES Congress will take place on 7-8 December in Lisbon.

The Congress will approve eight main resolutions tackling key issues facing Europe today, such as the rights or workers in the digital economy, the need for more Social Europe, the transition to environmentally sustainable communities, gender equality and many other issues. These resolutions will form the basis of the PES manifesto for the 2019 European elections.

In addition, the Congress will present the elected PES Spitzenkandidat (common candidate), who will lead European progressives in next year's elections as well as discuss PES strategy and campaign priorities for 2019.

The Congress of the PES meets twice every five year period. The responsibilities of the Congress include: electing the President, adopting changes to the statutes and to the membership status of parties. The Congress gathers PES leaders, delegates, international guests and - since 2006 - PES activists. When the Congress takes place before European elections, it adopts a common manifesto for those elections.

The Party of European Socialists (PES) held its 10th PES Congress in Budapest on 12 and 13 June 2015. The Congress set the course of action for European progressives during the coming decisive years, re-electing the PES President and adopting strong resolutions on democracy, peace and jobs.
